LOMA Applications & Surveys on Oʻahu
Elevation surveying and FEMA Letter of Map Amendment application assistance from a licensed Honolulu land surveyor.

What is a LOMA?
A Letter of Map Amendment is FEMA’s official amendment to an effective flood map. A qualifying structure or property may be removed from the mapped Special Flood Hazard Area.
Pacific Land Surveyors assists Oʻahu property owners with eligibility review, elevation surveying, and application preparation and submission assistance. FEMA makes the final determination.
Our process
1. Review
We review your property information and applicable flood-map information to identify the survey and application work needed.
2. Survey
We coordinate access and collect the elevation measurements needed to support the application.
3. Application
We prepare the agreed survey documentation and assist with submission. FEMA review has a separate timeline.
Before you apply
Send your property address, any flood determination or lender notice, and your deadline. We will provide a written proposal stating the scope, price, and anticipated schedule.
A LOMA is different from an Elevation Certificate. The certificate documents elevations; a LOMA changes the mapped flood designation for the structure or area described in FEMA’s determination.
Approval is not guaranteed. Your lender may still require flood insurance even after a LOMA. Review insurance decisions with your lender and insurance agent.
Pacific Land Surveyors is based in Honolulu and serves Oʻahu. Hawaiʻi PLS #21944.
